Since 31 December 2016, the new "NEC" Directive (2016/2284 / EU) "on the reduction of national emissions of certain atmospheric pollutants" is in force, amending Directive 2003/35/EC and repealing Directive 2001/81/EC. The new NEC Directive obliges EU Member States to reach new reduction targets from 2030 on, beyond the previously regulated air pollutants SO2, NOx, NMVOC and NH3. The new Directive comes along with significantly increased reporting requirements for the Member States. For the first time, they are required to provide emission inventories for fine dust, heavy metals and POP. The inventories must include emission projections. Furthermore, emissions from point sources have to be reported and emissions data spatially broken down. Against this background, Ökopol looked into possible improvements for the inventory of persistent organic pollutants (POPs) in the field of PCB emissions from the construction sector. This report documents the results of the work.
