| Im Mittelpunkt der in dem Forschungsprojekt durchgeführten Analysen steht die Leitfrage "Wie kann eine klima- und sozialverträgliche Bereitstellung von angemessenem Wohnraum für alle gelingen?". In dieser Veröffentlichung wird der Status quo im Bedürfnisfeld Wohnen untersucht. Zunächst werden maßgebliche Trends beim Wohnen vorgestellt und deren Implikationen für eine sozial- und klimaverträgliche Bereitstellung von Wohnraum abgeleitet. Außerdem werden die vier Teilfragen untersucht: (i) Ist Wohnraum in Deutschland ausreichend verfügbar? (ii) Ist Wohnen in Deutschland klima- und umweltfreundlich? (iii) Ist der Wohnraum in Deutschland (für alle) angemessen? (iv) Ist Wohnen in Deutschland (für alle) bezahlbar? Anschließend wird das bestehende Politikinstrumentarium im Bereich Bauen und Wohnen beschrieben und kursorisch bewertet. Es wird auf mehr als 20 umwelt- wohnungs- und sozialpolitische sowie auf stadtplanerische Instrumente eingegangen. Für jedes Instrument wird die Wirkung auf ausgewählte Wirkkategorien eingeschätzt: Für die Umweltwirkung auf den Verbrauch fossiler Energien und die Höhe der Emissionen auf den Flächenverbrauch und die Biodiversität auf den Ressourcenschutz; für die sozialen Wirkungen auf die Verfügbarkeit von Wohnraum die Kostenbelastung die Verteilungswirkung sowie die Angemessenheit bezüglich der Größe und des Zustands/der Ausstattung. Aus dem Status quo werden Defizite und Handlungsansätze für eine Bereitstellung von ausreichendem klima- und sozialverträglichem sowie angemessenem Wohnraum abgeleitet sowie weitere Forschungs- und Entwicklungsbedarfe formuliert. | |
| The analyses carried out in the research project focus on the key question "How can the provision of adequate housing for all be achieved in a climate- and socially responsible way?". This publication examines the status quo in the area of housing needs. It begins by presenting key trends in housing and deriving their implications for the socially and climate-friendly provision of housing. In addition the four sub-questions are examined: (i) Is there sufficient housing available in Germany? (ii) Is housing in Germany climate- and environmentally friendly? (iii) Is housing in Germany adequate (for everyone)? (iv) Is housing in Germany affordable (for all)? The existing policy instruments in the area of construction and housing are then described and briefly evaluated. More than 20 environmental housing and social policy instruments as well as urban planning instruments are discussed. For each instrument the impact on selected impact categories is assessed: for the environmental impact on the consumption of fossil fuels and the level of emissions on land consumption and biodiversity on resource protection; for the social impact on the availability of housing the cost burden the distribution effect as well as the appropriateness in terms of size and condition/equipment. Based on the status quo deficits and approaches for the provision of sufficient climate- and socially compatible and appropriate housing are derived and further research and development needs are formulated. |
