| Der Wissenschaftliche Beirat der Bundesregierung Globale Umweltveränderungen hat 2019 festgestellt wenn Digitalisierung an Nachhaltigkeit und am Gemeinwohl orientierte sein soll dann müssen Digitalisierungsprozesse aktiv dahingehend gesteuert und gestaltet werden. Steuern und gestalten können die Kommunen aber nur wenn sie über die notwendige Kompetenz verfügen. Vor dem Hintergrund dieser ambivalenten Situation ist das Projekt Digitale Kommune - Digitale Region sozialen und kulturellen Auswirkungen von Digitalisierung in unterschiedlichen kommunalen Sektoren nachgegangen hat diese mit besonderem Fokus auf das alltägliche Leben der Bürger*innen empirisch untersucht und die Erkenntnisse trans- und interdisziplinär mit Akteur*innen und Expert*innen aus Kommunen Wissenschaft Wirtschaft und Zivilgesellschaft diskutiert. Ziel war es einmal Antworten auf die drei folgenden Leitfragen des Projektes zu finden: Wie wirkt sich Digitalisierung auf Partizipation und soziale Teilhabe aus? Wie können Digitalisierungsprozesse auf lokaler Ebene partizipativ und inklusiv gestaltet werden damit alle Bürger*innen davon profitieren können? Wie können kommunale und zivilgesellschaftliche Akteur*innen so zusammenfinden dass nachhaltige Digitalisierungsstrategien effektiv umgesetzt werden können? Zudem ging es darum zu ermitteln welche konkreten Unterstützungsbedarfe die Kommunen im Zusammenhang mit der Digitalisierung haben und im Gegenzug was geeignete d. h. nachweislich wirksame Unterstützungsformate für diese kommunalen Bedarfe sind. | |
| In 2019 the German Advisory Council on Global Change already stated that if digitalisation is to be oriented towards sustainability and the common good digitalisation processes must be actively steered towards this end. However municipalities can only control and shape these processes if they have the necessary competence. Against the background of this ambivalent situation the project Digital Municipality – Digital Region investigated the social and cultural effects of digitalisation in different municipal sectors examined them empirically with a special focus on the everyday life of citizens and discussed the findings in a transdisciplinary and interdisciplinary manner with actors and experts from municipalities science business and civil society. The aim was to find answers to the following three key questions: How does digitalisation affect participation and social inclusion? How can digitalisation processes be designed in a participatory and inclusive way on a local level so that all citizens can benefit from them? How can municipal and civil society actors come together so that sustainable digitalisation strategies can be implemented effectively? The aim was also to determine on the one hand the concrete needs for support municipalities have in connection with digitalisation and on the other hand the suitable i.e. demonstrably effective forms of support for these very needs. |
