| Ziel des FuE-Vorhabens war es Deutschland als Vertragsstaat des Stockholmer Übereinkommens bei der Umsetzung des Übereinkommens und der EU-POP-Verordnung 850/2004 zu unterstützen. Zur Stärkung des nationalen Netzwerkes wurde eine an die Bundesländer adressierte Fragebogenaktion zu den Überwachungs- und Berichtspflichten sowie zum Informationsfluss bzgl. POP durchgeführt und ein Workshop mit Vertreter_innen des Bundes und der Länder veranstaltet. Zur Stärkung der UBA-internen Zusammenarbeit wurde ebenfalls ein Workshop organisiert. Fachliche Beiträge zur Unterstützung der internationalen Arbeit des UBA beinhalteten eine maßgebliche Mitwirkung am Entwurf des Risikomanagement-Dossiers für den POP-Kandidaten PFOA dessen Salze und verwandte Verbindungen die Bestandsaufnahme aller Ausnahmen von Stoffverboten und Beschränkungen sowie einen vergleichenden Überblick über die Berichterstattung nach EU-POP-Verordnung und die Erstellung des Nationalen Durchführungsplans (NIP). UBA und BMU wurden zudem beim Verfahren zur Neufassung der EU-POP-Verordnung (Recast) unterstützt. Zusätzlich wurde ein Toolkit entwickelt das zur effizienten Identifizierung potenzieller POP im Rahmen von Genehmigungsverfahren für Pflanzenschutzmittel und Biozide beiträgt. | |
| The objective of the R & D project was to support Germany as a Party to the Stockholm Convention in the implementation of the Convention and the EU POP Regulation 850/2004. To strengthen the national network a questionnaire campaign addressed to the federal states regarding the monitoring and reporting obligations as well as the flow of information concerning persistent organic pollutants (POPs) was implemented and a workshop was held that included representatives of the federal and state governments. Further to strengthen the internal cooperation within the Federal Environment Agency (UBA) another workshop was organized. Technical contributions in support of the UBA's international work included a significant contribution to the draft of the risk management evaluation dossier for the POP candidate perfluorooctanoic acid (PFOA) its salts and related compounds the inventory of all exceptions to substance bans and restrictions and a comparative overview of reporting according to the EU POP Regulation and the establishment of the National Implementation Plan (NIP). The UBA and the Federal Ministry for Environment Nature Conservation and Nuclear Safety (BMU) were also assisted in the process of recasting the EU POP Regulation. In addition a toolkit has been developed to contribute to the efficient identification of potential POPs within the framework of approval procedures for plant protection products and biocides. |
