| Aufgabe des Vorhabens war es die regulatorische Umsetzung des im Europäischen Abfallverzeichnis aufgeführten Gefährlichkeitskriteriums H14 für Abfälle zu spezifizieren. Ausgehend von dem Entwurf der im UBA erarbeiteten "Handlungsempfehlung zur ökotoxikologischen Charakterisierung von Abfällen" (Moser 2008) sowie Erfahrungen aus der Literatur (speziell einem EU-weiten Ringtest und aus dem UBA-25-Abfälle-Programm) wurden vier Arbeitspakete bearbeitet: 1. Zusammenfassung der Kenntnisse zur ökotoxikologischen Untersuchung von Abfällen aus der Literatur mit dem Ziel der Erstellung praktischer Vorschläge. 2. Erarbeitung konkreter Vorgaben zur Auswertung dieser Tests (z.B. Wirkschwellen) unter Einsatz statistischer Methoden im Hinblick auf die Gewinnung aussagesicherer Messergebnisse d.h. letztlich Beantwortung der Frage ab wann ein Abfall als gefährlich einzustufen ist. 3. Erstellung einer überarbeiteten UBA-Handlungsempfehlung in deutscher und englischer Sprache und Vorbereitung der Publikation der jeweiligen Ergebnisse im nationalen und internationalen Rahmen. 4. Erarbeitung von Stellungnahmen für die Expertengruppe der EU-Kommission im Rahmen der Überarbeitung des Europäischen Abfallrechts. Diese Kommentare erfolgten in Kooperation mit den UBA-Kollegen vor allem 2011 und 2012 in Brüssel. | |
| It was the aim of this project to provide detailed recommendations for the regulatory application of the hazard criterion HP 14 for wastes as specified in the European List of Wastes. Starting with the UBA-document "Recommendations for the ecotoxicological characterization of wastes" (Moser 2008) and experiences published in literature (in particular the results of an EU-wide ring test and a recently finished UBA project - the so-called 25-wastes-program) four work packages were performed: 1. Compilation of the knowledge on the ecotoxicological investigation of wastes from literature trying to extract practical recommendations. 2. Preparation of detailed proposals for the evaluation of the tests (e.g. threshold values) based on statistical methods in order to provide reliable results. They would form the basis for answering the question whether a waste has to be classified as hazardous or not. 3. Formulation of a modified UBA-document in two versions (German English) and preparation of a publication as contribution to the national and international context. 4. Preparation of comments for the "Expert Group meetings" of the EU Commission in the context of the revision of the waste policies in the European Union (this work was done together with UBA colleagues mainly in Brussels in 2011/2012). |
