Basierend auf der Zielsetzung der Tiroler Landesregierung, eine organisatorische Neustrukturierung im Bereich der onkologischen Versorgung in Tirol zu erreichen, ist es das Ziel der Arbeit, basierend auf einer kurzen Darstellung des IST-Zustandes unter Beachtung der wechselseitigen Interessen der Systemteilnehmer das Modell des virtuellen Leistungszentrums vorzustellen, und daraus resultierend die informationstechnologischen Strukturen für die Umsetzung und Funktionalität des Leistungszentrums darzustellen. Bei einem virtuellen Leistungszentrum handelt es sich um ein dreistufiges, nach strategischen, taktischen und operativen Elementen strukturiertes Leistungsnetzwerk. An diesem nehmen selbständige Systemteilnehmer auf freiwilliger Basis teil, wobei die Akzeptanz und Anwendung von Standards und Richtlinien und ein Zertifizierungsprozess die Voraussetzung für eine Systemteilnahme sind. Auf Basis von weitgehend standardisierten Prozessen wird im Bereich der Onkologie eine interaktive strukturierte Behandlungskette angestrebt, die unterstützt durch Dokumentations- und Kommunikationstools unter Einbeziehung wissensbasierter Elemente eine deutliche qualitative und quantitative Erhöhung der Performance sowohl im Bereich der Versorgung als auch im Bereich der Forschung sicherstellen soll. Eine wesentliche Voraussetzung für die Umsetzung der gesundheitspolitischen Vorgaben ist daher die Implementierung eines flächendeckend wirkenden Informations-, Kommunikations- und Dokumentationssystems, das den Kriterien kybernetischer Modelle zu entsprechen hat.

Based on the objective of the Tyrolean regional government to establish a new organisational structure in the field of oncology care in the Tyrol it is the aim of this paper to introduce the model of the virtual service centre on the basis of a short description of the current situation taking into account the system users’ mutual interests, and, as a result, to depict the IT structures involved in the implementation and functionality of the service centre. A virtual service centre is a three-level service network structured according to strategic, tactical and operative elements, which is frequented by independent users on a voluntary basis. However, accepting and using standards and guidelines and going through a process of certification are the prerequisites to use the system. In the field of oncology authorities are trying to establish an interactive, structured treatment chain on the basis of largely standardised processes supported by documentation and communication tools and including knowledge-based elements in order to guarantee a significant improvement of performance in terms of quality and quantity in the area of medical care as well as in the area of scientific investigation. Consequently, the implementation of an area-wide information, communication and documentation system complying with the criteria of cybernetic models is a fundamental prerequisite in order to put health-policy guidelines into practice.
